Below the area where it says Open Buddy List and above the forums, I would like to have a large area where I can try to encourage people to sign up to the forums.

An example of this can be found at www.access-programmers.co.uk/forums

What do I need to do to achieve this?

There are various "Guest" box plugins available. It's really only adding some html edits to the header_welcome_guests template.
