I am not sure if this is possible, but I have decided to ask anyways.
I want to post an announcement that will appear on all the boards on my forum. However, I want people to be able to respond to it as if it was a normal topic. How could I do this?
Nope unfortunately that's not currently possible.
There may be a plugin for this or you could submit it to the ideas site -

The easiest solution for this would be to link to a discussion thread in the announcement where users could post.
Alright here is my next question then, how can I add a Latest News bar to my forum like you guys have on yours?
I tried following that tutorial but every time I posted the code into the template file in ACP it kept on replacing all of the blank spaces with
Did you have codepress turned on?? Try turning it off at ACP > Home > Preferences, it shouldn't be converting them to that. Or, just remove those characters....
