Well I'm editing some settings and it asks me what I want the user ID to be, is it there user name and where can I find this?

Go to a users profile and the number is the user id.

Not necessarily. If the author is not included in mod_rewrite (Google SEO phpBB SEO) is the ID will be visible to the end of the address but in a slightly different form: http://localhost/themes/member.php?action=profile&uid=1 - ID == 1
