Look around the logo lettering ACP - when you click on it you will be able to log into the admin panel. Then, create these forums as I wrote above.
PS: Such themes have been a lot of the forum so use the search engine and you'll find the answer to such a trivial question.

Do CTRL+F and type Admin. There will be a link called AdminCP. Go there.
