How i can make in forum to members need to have example 5 posts to be avaible to send PM ?

Disable PM's on your default registration group then make a new user group which is the same but has the ability to PM then set up a group promotion to promote new registrations to your new group after 5 posts.

Unfortunately no but Labrocca has a simple plugin for it I think and from memory its even free unlike his others. Take a look around for it.
