I created a page with tags on it and this page must be found by Google.
I would like to let GoogleBot the only one who is able to view this page so I thought I would be a good idea to put him in a usergroup I made called 'SearchEngines'. This usergroup should be the only usergroup that has permission to view tags.php.
How do I do this?

You can set the group for spiders.

Showing search engines content that normal users can't view isn't a good idea.

besides that:
anyone who is able to fake his client to look like the google bot will be able to access the content.
