please help me to understand this description

Edit Time Limit
The number of minutes until regular users cannot edit their own posts 
(if they have the permission). Enter 0 (zero) for no limit.

if I put 60 for this setting then does it mean that regular members
cannot edit their posts up to 60 minutes ; but later they can edit !!!

and how the setting works for the staff (admin and the moderators)

Administrators and moderators can still edit the post.

It means they'll only be able to edit it for 60 minutes, not they'll have to wait 60 minutes to edit it.

Thank you Matt & Virus perhaps the quoted description in ACP needs to be re-framed ...

It does say "edit their own posts". Seems pretty explanatory to me.

Yeah, it says 'until they cannot edit'... there's only so far we can go until we're explaining it a bit too much and come off as being condescending.
