I banned the rss bots, removed posting permissions for that forum, and closed the forum, but they still kept posting!
You do realize that's a plugin right? One that's installed on your forum.
Did you buy the forum or have someone else set it up?
He is using the default theme and logo. He probably doesn't even know what a plugin is...

I don't believe that is what he was saying. He was saying to change from that free host... but why he is saying that I am not sure.
Maybe a bug in the plugin means it's ignoring the permissions then. You could always just disable it....
