If you want it in the header of every page, you wouldn't add it in a file, you would add it to a template.
First go here:
Admin CP -> Templates -> Modify / Delete -> *Template Set* -> Expand -> header
You would add it in that template. If you need further help on where to put it in that file, feel free to ask.

hi i can only find table header

hey
alll css goes in the theme manager!! u custom attributes can be put at the bottom of editing a certain theme in the theme manager.
then in templates u will have just to assgin which class to which table or text etc.. using class="urs"
