The time is set by the server, you can set the default timezone by doing as technoman says and editing the Default Timezone Offset option, you can also edit your personal timezone in your UCP settings. If the time is completely wrong (ie. not just because the time zone is incorrectly set) then this is because the time is incorrectly set on your server and you will need to contact your host about this.
