i have just installed mybb and set the extra settings for chomd thing but when i enter admin cp there is no text only empty space.

This has happened to me, too... I just installed a fresh copy of MyBB (like 2 hours ago), and everything works fine except the admin control panel... I have used both SMF and phpBB3 before, and have never had a problem. I heard that MyBB is great, so I decided to give it a shot. It looks good so far, however it's almost useless without that control panel. Could I be doing something wrong? I really don't want to have to re-install.
There's a lot of threads on this, make sure ./inc/languages/english/admin/ is CHMOD to 755 and the files inside are 644 or 666.
Considering it's a new install if all else fails just reinstall.
Reinstalling the database will do nothing to solve incorrect CHMODs. The database wouldn't stop this text appearing.
No I meant start from scratch. Make a new database and install going through the install help file step by step to make sure you do it correctly.
Again, all they need to do is fix the CHMODs. Going through all that other stuff again would just be a waste of their time. These CHMODs aren't mentioned in the installation instructions, this is some weird error that happens when uploading the files, they haven't done anything wrong to cause this.
