for the 1st image!!
u need a header and a footer image.
so u will have to crop the top image and the bottom one!! resize them to fit the size of ur forum.

add it to the top one to the header template and the bottom to the footer template,as below to the top of the header template and to the bottom of the footer template.

</div>

creat an new class in the theme manager called someclass for example
having a 0 padding, width which is correspondence to the one ur intending to have, and a white background.

the sec image umm it needs some work!! but what i can help u with is , that the background image can be added to the container's background
