The Administration control panel will not keep any changes.
Each Time I click - Save Changes - I have to immediately log in again with username and password.
I can't make a post.
I can't re-install as it reports
"Error
The installer is currently locked, please remove 'lock' from the install directory to continue "

Is MySQL database locked?
I'm brand new at this.
Appreciate any ideas?

No, the MySQL database isn't locked, the install folder is locked, which is what the error actually says. It gets locked so nothing in the install folder can be run. Follow the steps in the thread Tim linked to and you should be fine... you must have changed your cookie settings to something other than what they were to begin with though if you're having this problem.
