The second one I haven't seen but it looks like it's paid; also it's not configurable.
It's only going to be a mess if you give it to a usergroup you don't trust... you could wreak havoc easily without using the <script> tag if the wrong person gets HTML access. (Nothing permanent, just page messing-up)

The HTML is not displayed, as then the user could change the quote to w/e HTML (s)he wants.

Yes but does the quote contain ugly (viewable) HTML code or does your plugin remove the HTML tags?
