^ My board is closed down, and I tried logging in to my admin account, and only have one chance to enter a password before you can login again. I now have -1 attempts and am completely locked out of my forum.

A high school I'm applying to requires proof that I made the forum, and cannot do that now. When I try to reset the password it says the board is closed, and the image verification is not showing up. Please help.

Could I possibly reinstall the board without losing data? Putting the captcha image back in?
Even if you can't log into the main forum, you should be able to log into the ACP by going to http://www.halochiefs.net/forums/admin/index.php (replace admin with whatever your admin directory is named).

Also, you should be able to reset your login attempts if you have access to the database (but unfortunately, I don't know the query to run; sorry I can't be of more help).

However, I fail to see the relation between failed login attempts and captcha...usually captcha is used on registration but not login.
After many failed login attempts it'll require a captcha to login.

Reset your password using the Query mentioned here http://community.mybboard.net/thread-44380.html then edit your ./inc/settings.php file to change the board offline setting, once you have logged into your ACP change the board offline setting again.
Now the issue is, logging into my FTP account. This is so frustrating. =/
Well your going to need that and PHPMyAdmin at the very least regardless of what your problem is if you don't have ACP access.
If you installed Captcha as a plugin, do this:

Go to FTP > *Forum Directory* > inc > plugins > *Delete the Captcha plugin*

You NEED access to FTP though.

Why did you set it so low?? It's 3 by default.
Extra security???

Do you have a backup file?
3 is fine, pretty much impossible for a bot to bruteforce you in 3 attempts but 3 attempts is fine for a user logging in.
