Well did you get a control panel with it? Did you have one on your last one? Are they the same one? If you don't have a control panel is the server configured and everything for a live site already?

But, either way for the files simply download them and reupload them through ftp on the new server.
For the database you can back it up through phpmyadmin(assuming both have it). Make the database and user through the control panel on the new server. Upload the backup through phpmyadmin. Then update the config file to match the new database information.
Also, make sure you set up name servers and set them for the domain.

Then you shouldn't have gotten a dedicated server. Get a refund, and either stick to shared hosting or ask a friend to help you out (with a MANAGED VPS).
