How to use it?
Download media_tag.php . Upload to inc/plugins. Login ACP > Plugins manager > Active (Media Tag)

Edit: I think you should be able to set your own width, or if it isnt set, just be the size of the video, because it will crop the video if its too big

I did install this plugin, but I am not exactly sure how to execute. If you are writing a new message there is icon to add media. So how this one should be used?

Any BBcode replaces into HTML so that the browser can interpret it. The forum just doesn't allow direct HTML from the user so that they can't do anything bad.
