I'm pretty sure I've seen sites where regular members can download from one forum, but not from another. I can't find any settings for this, so I'm thinking it's a plugin or other modification. Am I missing something?

Also, if it is a plugin available somewhere, could someone link me to it?

When you edit the permissions of a forum, click Edit Permissions/Set Permissions, check the radio button that says to 'use the custom permissions below', and then untick the ability to view/download attachments.
