I think he might have put them as moderators on each board individualy. But they should be able to stick in that case.
No ive set them as normal mods
Right... looks like it's actually covered by the 'Can open/close threads?' option for some reason. When you made them a mod of this forum you'd have seen a page of permissions to give them. To see this again go to ACP > Forums & Posts > **choose forum** > Options > Moderators > **choose moderator** > Edit.
Thats what i cant understand , i dont have the option ? I tried matt solution but it only gives an option to add a mod.
can admins atleast see them?

OK, printscreen the steps you're doing. You see these options when you actually add them as a moderator to a forum, not just change their usergroup.
