is there a reason why users can not see attachments (full image) on forum ... I havent set any special permissions

the message is something like this:
Sorry we require 1 posts in order to download an attachment.

You must have something set up to do that as that's not default functionality.

actually i had to change it in the configuration for (Posting)

it was marked 1 and I changed it to (0) in order for attachments to show.

Yeah, and that's not a default option, you'll have a plugin that's added that feature.
