I am switching web host and do I just move the files and create the same database?
Backup database, import it to new database on new host, copy across files, edit new database details into ./inc/config.php
I have made a new database, The same one as the old host. I have uploaded all the files. Is that all I need to do?

phpmyadmin, did you export your files from your old database as a .sql file ?
If you did then import that file via phpmyadmin to your new database.
