Certainly less inappropriate than a girl without a bikini, I think...
Otherwise, in general, I'd say it's probably fine as I see it everyday on TV, newspaper ads etc, which target a general audience.

If your posting on your school's bulletin board, yes. If you're posting it on PornBB, no. It all depends on the audience.
Just saw that this is posted in the MyBBoard.net section, not Chit-Chat. If you're talking about posting something here, I doubt that would be considered inappropriate.
I think it would also be based on the content of the girl; eg is she undertaking inappropriate actions, or is it a holiday styled picture? That also has a major way in how the photo is interpreted.
It would depend on the context the subject of the photo was in, though in the most I think it would be Ok. I'm not sure why you would need to post such a picture here but any way, I don't think any of the staff would mind if you PMed them the picture first to check.
If you are questioning whether you should post it, then probably you should not.
