I'm trying to make a forum private where only the user who posts a thread and management can view/reply.

Like a support forum, So nobody else can read/reply.

Yes, just adjust the forum permissions so regular users cannot reply to threads.

And if you want each new thread hidden from their view first, set it so it has to be Moderated by staff.

Mybb-Plugin's Help Center may suit your needs better though:
