How do you have specific AdminCP language..EG. The default AdminCP language is Turkish, but i want english. is there a way to do so.?

in case u dont want to use the turkish anymore for the Admin CP , just copy the ./inc/languages/english/admin and replace the ./inc/lnaguages/turkish/admin

You can choose a language from the installed ones in your Board Settings -> Control Panel Preferences (Global)
I mean like one user uses turkish, and the other uses english
