The theme has nothing to do with the content of your forum.

Others might use the same theme for a tutorial forum or computer help.

What he said. A theme is a theme, doesn't necessarily mean it's going to be used for a hacking forum. We do not support hacking or other illegal content as we do not want to condone or endorse it. If phpBB do support forums that have illegal content on them, it's their choice, and this is ours.
