My computer is running Windows so .htaccess won't work.

Oh, that's a problem, plugin should require htaccess file. I'll prepare test forum in Friday and maybe fix some bugs.

Why not just use the lauguage packs available from mybb?

Yes, would be better to switch the language pack while clicking on the flag but translate only the posts with the help of Google.

I run MyBB on Windows and .Htacess in root works for me

I'm not sure if you get the idea of plugin. This plugin translates whole forum - posts, quotations, threads all. Using translations + my plugin is possbile but firstly I want to make my plugin 'unbeta'
