Your settings aren't deleted. Everything will be fine as long as you follow the instructions in the download (under documentation/upgrade.html).

Most definitely! Everything will be kept, although, it is recommended you disable all plugins before you update, just to prevent the chance of something breaking the forum. It's also recommended that you close your board via the Configuration section in your ACP.
