an announcement containing the rules have been deleted by a corrupt admin, is there anyway to recover?

If you have a backup of the database with the post in it you can get it from there.

Or check if you have Tables in DATABASE and FILES at your FTP you can Rebuild them again if not you need backup if not backup check at Cpanel go to File manager > Trach Can try to recover it if you can't do and that that's gone be losse :A hope that's help you
