I am the owner, full admin everything. But when I try to close/open, stick/unstick, move and other moderation options. Although I can do inline options such as deleting a post.. How can I fix this?

You haven't said what happens I assume you're using the options at the bottom of a thread and get a no permissions error, correct?? If so, go to ACP > Templates & Style > Templates > **expand your template set** > Show Thread Templates > showthread_moderationoptions > Options > Revert to Original.

how can we make like that ??

Look at the diff report between the original and the theme one.
