If your looking for a way that does not require a plugin just uncheck the "Can post attachments?" setting for the registered user group then make a new usergroup the same as registered but with that can post attachments setting checked, then set up a group promotion (ACP > Users & Groups > Group promotions) to promote registered users to the new usergroup after 5 posts.

Ensure the user group has permission to download attachments too.
