I saw this thing on IPB, where they can have specific note/description on top of a specific sub-forum.. Just like the screenshots attached.

Is there a plugin for myBB like this or how can I do that?

Hmm.. What do you mean? I can't seem to find Forum rules in my adminCP

Forum Management -> Your forum -> Scroll down to Forum Rules -> Display rules for this forum on the thread listing -> Set Title + Rules.
