Wondering what steps I have to take to upgrade from 1.4.8 to 1.4.13. Is there a Wiki article? Or can someone post exact instructions here?

The link you linked to is not correct.

And my CP said 1.4.8....

Backup database, download 1.4.13, upload everything over your current files, run the upgrade script, choose the option with 1.4.8 from the list.
