Is your board updated to the latest version which is 1.4.13? The previous version was having some trouble with the activation email so if you aren't running 1.4.13 please upgrade.

If that PHP mail test was successful then your website is successfully dispatching the email and the problem is the receiver which is filtering out the message for some reason and there isn't much we can do about this.
