Is they a way of changing the ban lengths? I need to change it to 2 hours
Without changing the core files I don't think so no.

You can use the Warning System to create a new warning level with a 2 hour ban at 100% level, then a new warning type that will trigger the new level. Just tested it and it works fine
sorry, i tested it in 1.4 but i dont think the warning system changed in 1.6 so the above should work fine still
