hello everyone, i just need some help for those
who are expert in html. I want to add navbar somewhere in this portion
refer to screenshot:

those with green table where i want to add the navbar. How will i
do it?

You can add it into the header template.

Admin CP => Templates & Style => Templates (on the left) => (the theme templates you want to edit) => Header Templates => header.

Add your custom HTML before <navigation> if you want it to appear above the breadcrumbs or after if you want it to appear below.
