Ok well, i'm sick of pathetic reasons that people are reporting for on my forum, is there anyway to have exact reasons on reporting instead of them typing the reason. is this a plugin?

In the report templates, there should be something like <class="textbox" name="reason" ....
replace that with,

<select>
<option>Low Quality</option>
<option>Malware</option>
<option>Ect..</option>
</select>
