Any ideas what causes this?

Just ignore it, it's not harming your forum.
If it isn't effecting your forum, then don't worry about it.

You could create a blank file called '<a href=' in public_html. That might stop the error.
It's just that someone requested a non-existing file. Maybe a faulty link, someone pasting the wrong url, or some stupid bot.
Just ignore it; do not create a blank file with that name.
Not sure why you posted this in the MyBB 1.4 General Support forum...
