while the admincp does allow * to be entered as the wildcard, this does not affect the replacement
ie. it doesn't work ...wonder if this qualifies as a bug

As explained in the ticket, the badword filter is a literal interpretation of the characters you enter in for a badword.
If you put in '*' it would literally filter out '*' for '*' (or whatever your replacement is)

So if I were to put in a link for a website, would it block any pages on that site?
Or just the part thats in the filter?

Should be the whole website, or at least that specific section of the website

if you put something like
change : http://www.google.com
it would change
http://www.google.com ---> *****************
whereas
http://www.google.com/page1.html --->***********/page1.html
also
http://google.com would not be changed because notice the missing www
