Using Ver 1.4.13

I've look at the announcement feature and elsewhere in the admin control panel and I can't find those banners you have on the index page in yellow, green, and blue. Is this a regular feature. If so, where is it?

Thanks. And that explains why I could not find it in the control panel. It's a mod.
