If a plugin or theme doesn't come with a license do i assume its under the GPL, or what? Been asked a few times, and i don't know.
If it doesn't come with a licence then it is unlicenced plugin :p
So you could do anything with it. It's the owner fault.
Obviously copyright rules still apply though.
So i could submit it to the mods site if it was only released on the forum?
Example? To submit it to the Mods site I would think you'd need the author's permission.
