How do I make it so that the user has to view a "Rules Announcement" before reading any threads?

You will need to use a plugin.

Something like this would put me off from staying with a forum that does it!!

What I tihnk he means is force all users to view certain posts when they sign up. So they cant say "i didnt read the rules"

There is a plugin for this somewhere

It wouldn't be a difficult plugin to make but seriously, if you get pulled over for speeding is "I didn't read the speed sign" a valid excuse?

THere is a plugin that forces users to view a thread on first visit though

Theres one around her somewhere that makes a user read the rules on signup and then they get a reminder about the rules until they have posted 5 times/

I use it after getting a pain in my neck with people obviously not bothering
