Is there anyway for moderators of my forum be able to ban/delete users WITHOUT having access to Admin CP?

well no they can't
however, you may allow the group of super mods, or mod, to access to the admin cp
but!! make sure to edit their admin permissions from
Admin cp >users and groups >Admin Permissions > edit permissions

set all to no except Can Manage Users
now they can only edit things related to the users. such as banning Create New User , search for users etc..

I have alot of Mods, is there a way to make it less tedious and make a template-type thing which automatically sets these options?

Well i'm sorry not by default
admin permissions are done user by user

I mean even running a query at this stage wont help.
