Super moderators can use moderator tools in all sections.
Moderators can use moderator tools in only sections you assign them to.
But if you set someone as a moderator but don't assign them to any sections, then what?
Well Then can monitor what ever they want

Then they'd only be benefitting from whatever permissions the moderator usergroup has, the only groups that automatically give powers are admin and super mod, or a custom group if you set it to be a super mod group.
