I went to sticky a thread today and I get this:

I tried both of my accounts, each having administrator privileges, and it doesn't work on either. Any ideas?

Did you check to make sure administrators had the permissions to stick topics? They should by default, but someone could have changed it.

I haven't seen a setting specific to Stickying threads, but all settings I do see are set to Yes. Including "Can moderate posts, threads, and attachments?". And I'm the only admin and haven't changed any permissions from the default.

If you're doing this from inside a thread, revert the showthread_moderationoptions template to default.
