1. How can I make it so that when someone clicks on my logo, they do to the portal instead of forum?
2. can we customize the portal?

1. Yes, in the Templates (header, and then the <a href> tag for the logo, change that to portal.php)

I don't see the Portal template.

The portal template is located within your theme templates...not the global templates.
So if you're using the default theme, the path would be:
Templates > Default Templates > Portal Templates

Add this to .htaccess

This will direct them when coming to your site to portal

DirectoryIndex portal.php
