When I upload a picture on my avatar, it doens't show at all. I am the admin of the website. Is that a bug?

Check your User CP --> Edit Options page that "Show users' avatars" is selected.
it didn't solve the problem. Any other opinion?
Chmod uploads and uploads/avatars to 777
