But now it normal again. There is just 24 users online...

We can't do anything about this error, you will have to contact your host and ask them to put the "max_user_connections" higher to around 150.
Alternatively, get a better host.

but this is not the DDoS/Security problem right?
We can't identify a DDoS or a Security Problem from just a max_user_connection error.
As I've said, ask your host to put the limit up or get another host if they refuse to do it.
A DDoS is not a security problem really. Could be that but that's beyond the scope of our support.

This would be a host problem. Plugins wouldn't affect it really.
