I would like to know is it possible to put new members activities under moderation for awhile?

Like that posts and PMs of new users can't go through until a mod/admin approve it?

You can set that in group permissions.

But if your settings spam, install anti-spam software like Akismet.

We recommend you only use Akismet if you already have lots of spam. Otherwise you may get a lot of false positives.
