Ok so I have set the maximum size to 100x100 but where is the option to set the maximum upload file size?

Say if I wanted it to be a maximum of 50kb, were would I go to change this?

Or is there a plugin to do this?

Its just below the option where you changed the maximum dimensions;

Max Uploaded Avatar Size 
Maximum file size (in kilobytes) of uploaded avatars.
