Well, my forum just randomly changes such as sometimes my cookies will change for no reason and also my setting.php file has been deleted from my root folder also I have added my setting.php folder and made it 666 and it causes no changes to my site. Any idea how I can change this?
Change your FTP password.

No one has my password, it just changes all the time.

Before I do that I want to know how I can solve this.
Make sure your Public_html folder (if you're using Directadmin or Cpanel) not 777 permission
Make sure, your computer does not have spyware/keylogger, dont use Internet Cafe
What FTP program you've been use?
and the last one, change your host.
The settings.php file is not locatoed in the root directory, it is in the inc direcotry.
As to cookies changing for no reason and files being deleted, cookies just don't change for ne reson, and wiutht he dissapearing files it does sound like you are being hacked
